Registered Domiciliary Care Manager

  • Location: Manchester, M21
  • Salary: £36,000 to £40,000 Plus Bonus
  • Monday to Friday - Flexitime
  • Pension Scheme
  • Management in Domiciliary Care: 1 year (required)

Purpose of the position

  • To ensure high-quality domiciliary care services are provided to clients to enable them to retain their independence and remain living in their homes.
  • To ensure the service meets all statutory and Care Quality Commission (CQC) requirements.
  • To provide clear, effective leadership and management of the service.

General Duties

  • To be the Registered Manager and take responsibility for effectively managing and developing the care service.
  • To ensure all relevant legislation and national standards are achieved.
  • To work effectively as part of a team and support all colleagues as required.
  • To protect the confidentiality of clients and the organisation.
  • To ensure the service continues to develop and grow.
  • To participate in the on-call emergency out-of-hours rota.

Management Duties

  • To oversee the standards of care provided to ensure that clients receive high-quality, person-centred care.
  • To oversee emergencies and incidents and provide advice and guidance to the team.
  • To develop, promote, and maintain an effective system of communication with clients, families, staff, and other significant stakeholders.
  • To investigate complaints and dissatisfaction in line with the organisation's policy.
  • To negotiate contracts and fees.
  • To ensure that the finances of clients whom we support are managed effectively, that they are safeguarded, and that accurate records are maintained.
  • To work in partnership with other professionals and attend multi-agency meetings when required.
  • To represent the service at external meetings, forums, and events.
  • To market the business to attract new customers.
  • To develop links within the local community to maintain the profile of the service.
  • To ensure effective use of the service's website and social media.
  • To inform the Provider/Nominated Individual of any serious incidents or concerns about the service.

Staff Management Duties

  • To provide day-to-day management and supervision of senior care staff and office staff.
  • To ensure adequate staffing levels are maintained.
  • To be responsible for the recruitment and selection of staff within the service.
  • To carry out supervision meetings with direct reports.
  • To complete investigations as required.
  • To complete Disciplinary, Performance Review, Grievance, Attendance Management, and other employee meetings.

Quality Assurance and Compliance Duties

  • To ensure all Policies and Procedures are up to date and regularly reviewed.
  • To ensure compliance with the Mental Capacity Act and to ensure all legal requirements relating to Deprivation of Liberty are met.
  • To ensure quality assurance audits of the service are completed with clear actions put in place for areas requiring improvement.
  • To review all incidents and events for lessons learned and put actions in place where learning points are identified.
  • To complete annual satisfaction surveys with clients, staff, relatives, and stakeholders and to identify areas for improvement.
  • To ensure Business Continuity arrangements are effective and reviewed.
  • To produce an annual Continuous Improvement Plan.
  • To ensure all Local Authority contract requirements are met.
  • To ensure that all CQC Notifications are submitted without delay and records of these are maintained.
  • To complete the annual CQC Provider Information Return (PIR) within the required completion timescale.
  • To ensure all Health and Social Care Act, Fundamental Standards and CQC requirements are met.
  • To provide evidence of good practice against the CQC Key Lines of Enquiries (KLOEs) in preparation for CQC Inspections.
  • To facilitate and take the lead during CQC Inspections.

Staff Development Responsibilities

  • To ensure all staff receive effective supervision meetings.
  • To ensure all staff receive an annual performance appraisal.
  • To ensure all staff competencies and spot checks are completed.
  • To complete an annual Training Needs Analysis and ensure all training identified is arranged.
  • To ensure all staff complete their annual training as required.
  • To ensure staff receive a comprehensive induction.
  • To audit and maintain records of supervisions, appraisals, and training.

Safeguarding Responsibilities

  • To respond, report and investigate all safeguarding concerns and maintain records of all actions taken.
  • To respond, report and investigate all whistle-blowing concerns and maintain records of all actions taken.
  • To ensure all safeguarding concerns are reported to the Local Authority and to the CQC.
  • To contribute to safeguarding enquiries and multi-agency meetings as required.

Health and Safety Responsibilities

  • To always work in a safe manner, maintaining your own and others' safety.
  • To respond to all health and safety concerns to ensure prompt action is taken and risks are minimised.
  • To ensure all Health and Safety Policies and Procedures are up to date.
  • To ensure risk assessments are up to date and regularly reviewed.

  • To prepare for and participate in an annual appraisal.
  • To take responsibility for own development, learning and performance.
  • To maintain a record of all Continuous Professional Development (CPD) undertaken.
